age upwards on their hands, without accommodation to lodge

them in or means of employment

for them;

(a) that in view of the perpetually large scale

movement of Chinese families in and out of Hong Kong, it

would be quite impossible for the Government to enforce

registration effectively;

and

(e) that in very many cases it would be impossible

to prove whether a particular girl was a Mui Tsai or not.

The child herself is usually content with her position, and

quite prepared to co-operate in the necessary deception.

The difficulty of proving the initial payment to parents or

guardians would be almost insuperable.

The Governor has been asked to supply fuller

information on several points, particularly connected with

the difficulties anticipated in any attempt to introduce

any form of registration.

The Secretary of State has promised to lay

the papers before Parliament when his reply is received.
